ja coolads module error

hi everyone,
i'm not sure how ja coolads module work, installed , can see module header http://www.nacopts.org -
1- want use special announcement weekly, not know add text it.....i been looking 3 days on forum there nothing how handel that.
2-i not see close image in top.

please me or guide me toward better module use

i've never seen module - did find it?  did go modules / site modules , click ja coolads link configure it?  i'm not sure either, that's 1 way find out.
