Problem with Analog input ?

hello ,

i have project produce voltage ranging 0.2-2.0 v
but when connect arduino uno project's output (with multimeter connected too)
the voltage reading stays near 2v , never drops 0.2v .
even if remove analog input cable , leave gnd cable connected circuit , problem still here . if remove gnd cable , keep analog input cable , problem still here ...

is arduino affecting voltage reading ?

edit : tested many arduino unos , problem still there ...

you need draw diagram showing how connected , post photo of drawing.

to measure voltage need connect 1 of analog inputs, not output have described it.

also post code.
