installing component - SAFE MODE Restriction in effect..... - Joomla! Forum - community, help and support

aggghhh why saying this?

php safe mode - off
php safe mode gid - on
php register globals - on

all folders chmod 777, files uploaded correct (temp) folder , com_ folders appear in .../administrator/components & .../components/ folders

anyone shed light? i'm in talks hosting, i'll let know if gets fixed.
