the goal have on left master page, , right master page, 1 page-sized text frame tagged flow name (for example flow [a]: right, , flow b: left.) required on each master page small tagged text frame of opposite flow (flow [b]: on right master, , flow [a]: on left master.) small frames need small contain character, seem recall if they're small, process fails.
the underlying principle when text frame, flow a: on page 1, right-master-controlled body page, overflows, fm creates page 2, left-master-controlled body page, text moves through too-small flow: text frame, creates page 3, , puts text large flow a: frame.
all fiddling i've done seems indicate too-small "helper" text frame might cause of failure. might start 2 medium-sized text frames on master pages, 1 tagged flow a: , 1 tagged flow b:, , test works expected. then, shrink flow text frame on left master, , b flow text frame on right master, until don't display text on body pages.

i have posted framemaker 7.1 file follows peter's steps , seems work. thing added make pagination even. (there's oddity end of flow tags , flow b, template, based on default portrait template, seems work.)
