Getting Started Problems

i have been working on day , can't find problem is. have tried searching forums answer.

my problem trying run example "blink". verifies correctly, when try upload, this:

arduino: 1.6.4 (windows 8.1), board: "arduino uno"


         using port                    : com4

         using programmer              : arduino

         overriding baud rate          : 115200

avrdude: stk500_recv(): programmer not responding

avrdude: stk500_getsync() attempt 1 of 10: not in sync: resp=0xe1

avrdude: stk500_recv(): programmer not responding

.

avrdude: stk500_getsync() attempt 10 of 10: not in sync: resp=0xe1

i have tried reinstalling, no luck, , have looked on youtube fix this. using windows 8.1, , saw drivers updated should recognize arduino. convinced wrong drivers have no idea how figure out if right or how fix this. please me

i doubt error caused problem drivers. confirm whether or not drivers working can loopback test. link included below.
