Weird appearance of Joomla - Joomla! Forum - community, help and support

hi there,
i seem have problem joomla! site: when access locally, localhost, appears perfect, fancy graphic elements, etc. other users access pcs seem face "primitive" version of site, depicted in screenshot below.
the weirdest part when access site home pc (where have installed xampp , joomla too), appears perfect. have installed joomla on machine? of course, cannot require web visitors have preinstalled joomla in order view site 

any ideas how can fix that?

you have change live_site in configuration.php local ip address can access site pc's within local network.
