How can I put related group of sections together? - Joomla! Forum - community, help and support

i plan use joomla monthly magazine

sections magazine issues
categories grouping related articles together

i need have archive of old issues (manual archive) , want group issues (sections) every year together, see below:

magazine archive -

how can achieve that?
i thought of using menus extensions found show sections, categories , contents sub menus didn't give me ability build custom menu scratch .
