hello, received 2 new voltage regulators sparkfun:

upon connecting 1 of them (i did not connect second 1 yet in case did wrong) circuit:
(the imaged regulator old 1 work properly)
that powered ac/dc adaptor (used house phone believe) outputs 9v/600ma.
may add adapter outputs in reality 10-15v shouldn't matter long above dropout voltage of regulator , below max (which believe 20v).
i measured 10+ voltage regulator (practically no change), the regulator heats too.
now heres interesting thing: older voltage regulator, in same circuit, gives output of 4.8 voltage.
my question this: have defective regulator or did somehow ruin it? thinness of new regulator compared old 1 make less tolerant , doesn't regulates voltage without proper cooling?
