Panels - I don't want "drop zones" or stucked zones or nothing (CS4)

morning all,
all want move panel without auto stuck auto drop existing panel or group.
i exhausted it.
i searched , searched solution, not find any.

i tried move them command pressed still go drop zone.
(i have drop zone)

can't cancel drop zones?
i want move them without paying attention time.

help :(
osx 10.5.6
cs4

product using. have no idea product is. forum
