Car pc usb power delay controller

hi, im installing pc car, have startup-shutdown controller built on psu,

i need way of turning on powered usb hub when ignition turns off, thats simple,

but need way keep on x amount of time after ignition turned off, aswell stay on if ignition switched within said x amount of time. me coding?

how pc related arduino?
