Which works better, PHP or HTML?


i still new of , have been through few tutorials on php , html, , though have basic understanding of each can do, still don't yet know work better project trying build.

my project indoor garden controller, , phase 1 of project mega 2650r3/ethernet shield(w/micro sd), rtc, dht22 temp/hum sensor , 8 channel relay each linked duplex receptacle.  3 channels triggered high based on time of day, "if" statement cycle 2 more channels based on dht data , remaining channels still await task assignment.

i want build web page receive data, show relay states , in future given clickable buttons manually control other relay channels.  off topic question "can pin triggered high server page if pin assigned task in sketch?  if relay channel triggered high xx amount of hours, can trigger low manually web page?"

back topic @ hand.  based upon overview of project, better off applying brain power researching php, or html(xhtml) work better project?  i'm not wanting specific instruction yet, hoping experience each can advise route i'd better off taking intense study takes time , don't want spend days/weeks/months studying topic limitted in application arduino.

i know if attempted this, using php store temp & humidity readings , log relay changes mysql database.  as far spending days/weeks/months, recommend looking @ w3schools tutorials.  you need small subset of php , mysql commands.
