How do I lock a layer in place?

i trying top layer stay in position above layer below it. when resize window in browser floats around. how stay in same place relative rest of design? here is:

the main part of design centred on page, move when resize page. rogue element positioned hug right-hand edge, won't. need kind of container or wrapper around entire design if want shift together.
