is possible detect cell phones(maybe it's type iphone, android etc) arduino + arduino compatible shield. mean count number of cell phones in 15 - 40 meter radius circle on street?
or there home made( cheap
) solution achieve this?

the way detect powered-up cellphones listen in on cellular networks. i don't think either cheap or easy. to information phone need listen in on , decode cellular protocols. that less cheap , less easy.
