arduino board control motor using encoder

abstract
the basic concept of project motor want run based on input given circuit board of encoder.
the input given circuit board using pc through usb. circuit board encoder regulates motor rotation.
for example if user gives input 5 degree circuit board of pc through usb.
the encoder receives input circuit board motor rotates control of encoder.
   mainly encoder monitoring motor rotation.
expected working
the expected working of system need give input in program pc reach circuit board through usb. circuit may have encoders in-built or connect separate. encoders used control speed of motor. encoder must have full control on motor. whatever input set in pc motor want rotate angle specified speed.

expecting hardware requirements
1.   arduino board dc adaptor(with in-built encoder) or separate
2.   usb cable connect pc circuit board
3.   bread board - 10*5 inches
4.   resistors , led's - per requirement
5.   dc motor- stepper motor
6.   wires - connect each other
expecting software requirements
1.   personal computer/laptop (preferable os windows)
2.   arduino software(which available www.arduino.cc)
